Nicole Carter is a dynamic leader who is deeply committed to the families of New York City. She prides herself on being an advocate for economic justice and racial equity in New York City, having worked for over 18 years in College and Career Readiness with at-risk youth, and with families and adults with significant barriers to long-term housing security. As a lifelong Bronx native, she Ms. Carter a keen understanding of the multifaceted needs of the population she serves. Amplified by an accomplished career and strong network of civic engagements, including serving as a member of local Bronx Community Board 6, she channels this knowledge into powerful action.

Ms. Carter works for Phipps Neighborhoods, an organization serving the South Bronx, the nation's poorest congressional district. She currently serves as the Director of the organization’s Resident Services department, integrating vital community resources and economic empowerment services into the Crotona Park community, through Phipps Houses’ affordable housing properties. In this role, she leads the identification, implementation, and ongoing evaluation of existing and new services and partnerships for residents and the surrounding community with a deep focus on dismantling barriers to upward mobility. Current areas of expertise include navigating rental assistance, promoting food security, and increasing vaccine uptake in Black and Brown communities. Ms. Carter holds Bachelors degree from the College of New Rochelle, and a Masters of Public Administration in Public Affairs & Administration from Metropolitan College of New York’s School of Management.
